Neues Kommunales Finanzwesen

Unter dem Stichwort NKF läuft die Umstellung der kommunalen Haushalte von Kameralistik auf kaufmännische Buchführung.

Im Rahmen von NKF müssen u.a. die Werte der städtischen Immobilien und Straßen ermittelt werden. Dazu werden Daten erhoben und gespeichert, die möglicherweise in das OSM-Datenmodell konvertiert werden können.

Hier bietet sich die Chance in Zusammenarbeit mit Kommunen die Erfassung schnell weiter zu bringen.

Erstes Beispiel ist die Stadt Löhne. Im Juni 2007 wurden die städtischen Straßen aus dem Verfahren KomSIS nach OSM konvertiert und dem Projekt OSM zur Verfügung gestellt.

NKF is a political reform in Germany's municipal finances, introducing some principles from enterprise bookkeeping in city administration. Among other things, the value of city-owned properties must be registered. Possibly, this will generate geo data that can be reused in OSM. The first example is the city of Löhne, North-Rhine Westphalia, which is using the KomSIS process.

KomSIS (Kommunales Straßen-Informations-System) is a "municipal street information system" developed by the KRZ, a municipal computing centre for Minden-Ravensberg/Lippe in Lemgo.
