cycleway:left=no explicitly marks a road as having no bicycle infrastructure in form of cycleways or similar on left side of OSM way.
It allows to explicitly note that road was surveyed for bicycle infrastructure. Note that there may be still bicycle infrastructure such as amenity=bicycle_parking.
