The following initial landcover values are proposed. These are currently the most used values (value inspiration [1][2]). As for landcover=trees, it is recommend to, as currently is done, double tag it with landuse=forest or natural=wood until that discussion is resolved.

The table shows frequently used values from the most used. More can be found on Taginfo. You can sort the table alphabetically by tag by clicking the first column.

trees An area covered with trees.
mostly_rock
grass An area covered with grass. Use landuse=meadow for grass fields with an agricultural function or natural=grassland for natural grasslands

greenery An area covered in unspecified or various types of decorative greenery.
shrubbery A key to describe the physical coverage of an area.
water A water covered area. See more common tags: natural=water, waterway=riverbank, leisure=swimming_pool, landuse=reservoir, landuse=basin, natural=wetland.
gravel An area covered with gravel.
