History of this Proposal
At the moment there exist:
Proposal: man_made=measurement_station
Tag (without Proposal) man_made=monitoring_station
Both for mapping the same kind of objects.
After 3.5 years of coexisting there should be finally a clean-up.
The proposal for man_made=measurement_station was created on 2nd April 2010 by German user grossing and malenki pushing him a little. Since in German language a lot of stuff regarding weather gets "gemessen" so "measured" sounded the best pick.
The tag page man_made=monitoring_station was created on 20th May 2010 by User:Delta foxtrot2, its evolution is explained on its talk page.
Since both measurement_station and monitoring_station exist since 3.5 years I think we can skip/end the rfc now and start voting.
After this proposal is done, objects tagged with man_made=measurement_stations will be changed into man_made=monitoring_station since both tags were invented for one destination.

Monitoring Stations
(Here the real proposal starts)
There is a large variety of monitoring stations. It ranges from checking water levels in rivers (Wikipedia (de) Wikipedia (en) ), tide gauges for sea level monitoring, noise monitoring, air pollution monitoring and signals from positioning satellite monitoring to weather stations (Wikipedia (de) Wikipedia (en)).
Rationale
man_made=monitoring_station creates a simple feature that would enable to map all the above features. The tags can be applied to all types of objects existing in OSM.
This tag doesn't refer to objects used to "monitor" - that means intercept, eavesdrop or wiretap - any communication infrastructure.

Define what is monitored:
- monitoring:water_level=* -- Site used to monitor the non-tidal water levels in rivers, streams and lakes. (Change for this proposal to the multi usable monitoring:water_level from monitoring:river_level)
- monitoring:tide_gauge=* -- Site used to monitor the tide level of the sea.
- monitoring:weather=* -- Site used to monitor the weather.
- monitoring:air_quality=* -- Site used to monitor air quality due to man made pollution or natural pollen levels.
- monitoring:noise=* -- Site used to monitor noise levels.
- monitoring:traffic=* -- Site used to monitor traffic.
- monitoring:seismic_activity=* -- Site used to monitor seismic activity.
- monitoring:gps=* -- Site used to monitor signals from the GPS satellite cluster.
- monitoring:glonass=* -- Site used to monitor signals from the GLONASS satellite cluster.
- monitoring:*=* -- feel also free to use other tags since there are a lot of other things to monitor like temperature, height and density of snow, speed of glaciers and so on.

- I approve this proposal. Thanks to Don-Vip for putting a note in josm bug tracker. Most of the time measurments are taken stationary and periodically, so I prefer monitoring since it indicates the progress made over time and for the simpler fact that its string is a little shorter, this matters esp. when it's used as a namespace prefix, like it is in this proposal.
